Project Leader for the JTAC/JFO Course of the U.S. Army Fires Center of Excellence and Fort Sill (USAFCOEFS). Responsible for the selection of qualified personnel to instruct the Fires Center of Excellence (FCoE) JTAC/JFO courses. Two (2) courses will be governed and administered by the JFO Program of Instruction (POI) (Army Training Requirements and Resources System (ATRRS) course number 2E-F233/250-ASIL7), including JFO resident and mobile training team (MTT) courses as required by the Government; and one (1) course shall be governed and administered by the Field Artillery Basic Officer Leader Course - Branch (FABOLC-B POI). An MTT requirement does not exist for the FABOLC-B.
Project Leader is responsible for hiring and retaining sufficient qualified personnel to accomplish all training tasks in a professional and competent manner. Individual will ensure all instructors are certified to teach NLT 90 days from start of contract phase in period. Individual will manage required positions maintaining qualifications and certifications as described in the performance work statement (PWS).
Project Leader is responsible for development, update, and maintenance of all course documentation including lesson plans, student handouts, and test material in accordance with (IAW) TRADOC 350-70 and System Approach to Training SAT process. Individual is responsible for ensuing all instructors execute instruction IAW Government approved Program of Instruction (POI) and lesson plans. Individual will conduct course POI training and ensure all instructors are present and start classroom instruction on-time.
Project Leader is responsible for the preparation and timely submission of high quality deliverables as required in the PWS. Individual will support new and urgent task order requirements within the agreed upon schedule/timeframe and prepare high quality responses.
Minimum JFOC Instructor Project Leader Qualifications:
Project Leader will possess qualifications of or have been a Joint Terminal Attack Controller (JTAC) or Forward Air Controller (Airborne) (FAC(A)). He will have a minimum of three years JTAC/ FAC(A) experience. Individual must have the following additional minimum qualifications or experience.
Minimum 6 months experience operating the Call for Fire Trainer (CFFT) simulator and/or Deployable Virtual Training Environment (DVTE) simulator to include turning the simulator on and off, troubleshooting the simulator and creating, loading, and changing training scenarios.
JTAC Qualifications:Three (3) years of verifiable JTAC experience. JTAC experience starts after successfully graduating from an accredited JTAC Qualification Course and being subsequently certified as a JTAC. Verifiable is defined by providing a copy of the JTAC certification (AF Form 8, AF Form 3827, or a Terminal Attack Control Evaluation form or Service equivalent), which provides the date the individual was certified as a JTAC. This ensures the certification has been documented by the Government. These are the only forms the Government will accept as verification of JTAC experience.
As an alternative, personnel that do not possess the above qualifications shall have audited an accredited JFO course of instruction, and successfully graduated from a FAC(A) course of instruction, and have 3 years verifiable experience as a FAC(A).
FAC/FAC/-(A) Qualification:
Three (3) years of verifiable FAC(A) experience. FAC(A) experience starts after successful completion of a FAC(A) course of instruction. Verifiable FAC(A) experience is defined as proof of certification logged in an Official Flight Record, AF Form 8, or Service equivalent.
Operational Experience:Operational experience is defined as three years at an operational unit while performing JTAC or FAC(A) duties. This time shall be active time. If claiming Guard, Reserve or other time, the total drill time shall equal 3 years. Three years at a Guard or Reserve unit drilling one weekend a month and two weeks per year does not meet this requirement.
Combined Experience:In lieu of 3 years verifiable JTAC/FAC(A) experience, a combination of 8 years of Active Military service can be combined with a minimum of 2 years of Operational JTAC/FAC(A) experience to satisfy the experience requirement. Acceptance of combined experience will be on a case by case basis at the discretion of the Government.
Contract Instructor Qualifications: In accordance with TRADOC Regulation 350-18, the proponent commandant must certify instructors IAW TRADOC Regulation 350-70 and proponent-specific requirements contained in appropriate course management plans. All JFO instructors will be certified in writing by the 428th FA BDE Commander. To meet mission requirements, instructors shall meet the following requirements to be certified:
For the 2E-F233/250-ASIL7 JFO Course, instructors will certify on seven (7) Academic blocks of instruction and all simulator blocks of instruction. Certification on blocks of instruction requires each block to be taught to one or more of the military or Government civilian JFO Subject Matter Experts (SMEs)/Quality Assurance(QA) Instructors and obtain a satisfactory evaluation on each block taught. A representative(s) from the Fires Center of Excellence (FCoE) Staff and Faculty Development Division/Quality Assurance Office may be requested by the Contractor to provide an independent evaluation on basic instructor qualifications.
For the FABOLC-B JFO Course, instructors shall certify on seven (7) JFO academic blocks of instruction and all 8 Simulator blocks of instruction.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
