Project Leader Capabilities Development and Integration Development (CDID) Directorate

Description

Responsible for supporting the CDID mission including (1) Fires Integrated Capability Development Team (ICDT) efforts across CDID, Fires Center of Excellence (FCOE) and from external agencies to ensure integrated products are developed reflecting the entire Fires Community of Interest s viewpoints.

Support CDID development of methodology, timelines, and other necessary products to ensure required concepts and JCIDs products, including capability based assessments (CBA), are completed in accordance with (IAW) guidance and timelines.

Support CDID in the planning and coordination of Fires ICDT meetings as necessary to support product development for the future Fires concepts and experimentation as part of a campaign of learning that will challenge key assumptions and ideas as envisioned in the Army Capstone Concept, Army Operating Concept, and Fires Functional Concepts. These products will be integrated across the other war-fighting functions with combined arms formations; organized and equipped to integrate Joint, Interagency, Inter-Governmental, and Multinational (JIIM) capabilities. (2) CDID will plan and coordinate quarterly DOTMLPF Synchronization meetings. Integrate inputs within CDID as well as from FCOE and external agencies to produce assessment of Fires DOTMLPF across all Fires organizations.

Supervise employees supporting the CDID and ensure all deliverables are high quality and provided on time. Overall responsible for the successful accomplishment of the following performance objectives:

1)Develop Fires input to Army s Capstone (ACC) and Operational Concepts (AOC)

2)Develop input to the Army Functional Concept for Fires (AFC-F).

3)Develop input to FCOE Campaign of Learning.

4)Develop and draft input for Concept of Operations (CONOPS) and Force Design Update operational concepts.

5)Review and comment on documents.

6)Identify, and assess potential doctrine, organizations, training, materiel, leadership, personnel, facilities and policy (DOTMLPF-P) solutions.

7)Develop input to Fires Operational Mode Summary /Mission Profiles (OMS/MPs).

8)Develop input to Fires Cost Benefit Analyses.

9)Recruit & retain qualified staffing to successfully support CDID Support mission. The contractor shall provide a skilled workforce to perform all task requirements.

Qualifications

Bachelor s degree and have at least ten years cumulative operational experience in Field Artillery (FA) or Air Defense Artillery (ADA). Two years experience in the development, review and staffing of FA or ADA related documents and publications. Possess the ability to effectively communicate conceptual ideas in writing and orally articulate thoughts to support the development of Army and joint Field Artillery or ADA concepts, doctrine and tactics, techniques and procedures (TTPs).

The check will bounce and the victim is left responsible.
